US Bank has special CDs that require a minimum deposit of $1,000 and have shorter durations like 11, 15, and 19 months. 

The interest rates for these special CDs are much higher than the regular US Bank CDs and are among the highest in the country.

Unfortunately, US Bank's policy on early withdrawal penalties is not clear.

No Penalty CDs In New York
